“Legislators serving on the appropriations committee have multiple opportunities to hear and consider the governor’s recommendations for the budget. At appropriations subcommittee hearings, House and Senate fiscal agency staff provide detailed briefings, analyses, and reviews of the governor’s budget proposals. Executive department budget officials generally attend the hearings as well to provide explanations or clarifications. The chair of the subcommittee considering a bill may offer a substitute revising the original recommendations for consideration by the full appropriations committee. The full committee may report the bill for consideration on the floor without changes, with amendments, or as a substitute” (2019-2020 Legislative Briefing Book).

“Any bill containing an appropriation to carry out its purpose shall be considered an appropriation bill (see Const. Art. 4, Sec. 31). Appropriation bills, when reported back to the Senate favorably by a committee other than the Committee on Appropriations, shall, together with amendments proposed by that committee, be referred to the Committee on Appropriations for consideration” (Senate Rule 3.602).
