“Each Standing Committee is authorized to study and analyze all facts relating to the subjects that fall within its jurisdiction, including, but not limited to, a need for revision of the laws relating to that subject. Each Standing Committee, through its Chairperson and Vice Chairperson, has powers of discovery and subpoena relating to the subjects that fall within its jurisdiction, and as detailed in Title 2 GCA Chapter 3” (Legislature Rule XI, Section 11.01).
